Well, it is difficult to say if the offer letter is genuine or not from just looking at the offer letter or an email conversation.
a. Research the Job and the Company. Visit the company's website & if they don't have one or it doesn't fit with how they describe, consider its red flag.
b. Use Google to get Job Details

In all likelihood, 2019 will be another great year in the history of Express Entry system, with higher immigration targets set by Canada this year. CRS cut-off threshold is also likely to come down further this year. The CRS cut-off score had shot up from 450 to 470 during the period between May 1 and May 29. Yeah you can still be optimistic about your chances in 2019.

If she was born in the UK I believe she is a British citizen, as the laws about her parent having status changed in 1983. (I would have to confirm the law in 1964).

If she is a British citizen she can apply for a British passport with her birth certificate and some photo ID.

Once she has her passport, you can apply for yours.
Mother was born in London, England in 1936. I was born in the US in 1962. Applied for a UK passport and was refused based on my mother and not my father being a UK citizen. But brother, grandparents, etc. all British citizens. Born before 1983, told I must apply for British citizenship before applying for passport. What are chances of success in this case?

After you become a Provincial Nominee, you need to apply for CIC.
Their application has a form called:
"Schedule 4: Economic Classes - Provincial Nominee (IMM0008 - Schedule 4)". Paper application.

In this form you need to indicate the amount of funds that you have. Do you send a proof of fund along with your application package to CIC? If not, is it possible that they ask for proof of funds later?

You should be eligible to apply for a passport. Whether or not you have to register as a British citizen first depends upon whether or not your father lost his UK citizenship when he became Irish.
