I personally think they are reviewing your RO. You said you were following a Canadian Citizen out of the country? Who was that? You had mentioned your husband had become a PR as well at the same time as you. You had mentioned you were out of the country for 4 years. You need 2 out of 5 years to maintain your PR status. PRTD cards do not take 6-9 months for a routine PRTD to be issued

I generally agree with you that this is likely. However I would just like to clarify that I believe the "5 months" is for the PR Card renewal, not for a PRTD.
