Inland spousal sponsorship

I married my partner outside of Canada. I'm back in Canada and working on the spousal sponsorship. If my spouse visits me in Canada (visitors visa) would we still be able to submit the sponsorship application as inland if we submit while they are here visiting me?

The big question is would she get the visitor visa? In most cases I see, they don't get it. BUT, if she does get the visitor visa, then yes, you can file the application in Canada.
