Yes, absolutely it's due to the pandemic.

Are citizenship applications still on paper? (I think they are...) If they are, this means even greater delays, because many offices have been mostly or completely closed since March, so paper applications are only occasionally retrieved (whereas online applications can be done remotely).

I would send a Letter of Explanation with precisely the details you give above in order to explain why you are not including 2018 and 2019 tax years. Place the L of E at the top/beginning of your application unless it's online and then just upload it with the other documents.

Hello! I Sent my application in November 2022 and passed my citizenship test in February 2023. I received an automatic reply that my test score was 19/20 and that's it. Complete silence after that. I applied through the online portal and the status there hasn't changed, says it's in review. I'm starting to freak out. It's been a year! What should I do?
