What did you pay for? When I read their services it sounds like they are only promising to submit your application to an RCIC, and that they don't actually employ any (as far as I can tell). I don't want to worry you, but so far it looks like a scam.

You have to land with your COPR but you don't need to wait until you get your PR Card. Waiting would make your life easier but it's not mandatory.
